The E300 Electronic Overload Relay will indicate a ground fault warning if:
No warning currently exists
Ground Fault Warning is enabled
Current is present
Ground Fault Inhibit Time has expired
Ground Fault Trip Delay (Parameter 243)

IMPORTANT
The ground fault inhibit timer starts after the maximum phase load current
transitions from 0 A to 30% of the devices minimum FLA rating or the ground
fault current is greater than or equal to 50% of the devices minimum ground
fault current rating. The E300 Electronic Overload Relay does not begin
monitoring for a ground fault condition until the Ground Fault Current Inhibit
Time expires.
